Restless spirit society is the most fragmented of the seven. There is no stable organizational hierarchy. The primary division is between location-bound Traditionalists, entities anchored to specific sites where they feed on the emotional residue of historical events, and free-roaming Wanderers, entities that follow concentrations of grief and regret rather than remaining in fixed territory.

This division has been the source of ongoing violent internal conflict. Location-bound entities depend on the integrity of their sites. Development, demolition, and the psychological processing of historical trauma by human communities all threaten their power sources. Wanderers compete with Traditionalists for the same emotional energy without being bound to any specific source.

Nero's direct control has fractured progressively. He maintains meaningful authority only over the most powerful entities in his lineage. The majority of restless spirits operate independently with minimal coordination.

Historical Trajectory

68-500 AD (Roman Foundations): Nero's spirit spread along Roman road networks and settlement patterns. The initial structure involved systematic prevention of grief resolution to maintain harvesting grounds.

500-1600 AD (Medieval Proliferation): The Black Death created an uncontrolled population explosion of restless spirits that overwhelmed existing organizational structures and led to internal conflicts for emotional territory.

1600-1950 (Industrial Integration): Urban industrial environments provided new power sources: workplace accidents, poverty-concentrated suffering, war trauma. The transition required manifestation adaptations as traditional rural haunting grounds gave way to urban environments.

1950-Present (Modern Fragmentation): Electronic media provides both new energy sources and new exposure risks. The redevelopment of historically significant locations continues to displace location-bound entities. The ongoing Traditionalist-Wanderer civil conflict prevents any coordinated adaptation response.

Current OVM Assessment

Primary Concern: Digital manifestation methods represent a new exposure vector. Spirit-induced electronic anomalies are increasingly being investigated by academic and media entities with better analytical tools than previous generations.

OVM Relationship: Intermittent. Nero communicates unpredictably. No stable relationship with the broader spirit network exists. Case Handlers monitor rather than manage.

Threat Level: Low-Moderate. Individual spirit manifestations rarely create Veil crises. Cluster events around sites of mass trauma require active management. The fragmented state of the society means coordinated action is unlikely but also means there is no single point of contact for negotiated restraint.
